Jamestown Cres. Stoplight Survey Results

At our February 27 monthly Larchmont Edgewater civic league meeting, Norfolk Transit presented the city's approved and funded plan to install a 5-way traffic light and crosswalk at the intersection of Hampton Blvd, Jamestown Cres, Hanover Ave, and Richmond Cres. We had a vigorous discussion and the LECL followed up with a short, web-based traffic survey which also included concerns over recent increases in speeding on Jamestown Cres. Attached, please find the executive summary as well as unedited comments both in favor and not in favor of moving ahead. We had 428 respondents.  

Highlights: 

- 58% are not in favor of moving forward with the planned installation (citing concerns over traffic delays, increased traffic congestion with many comments focused on endangering the safety of pedestrians on side-streets when drivers start re-routing around a permanently installed 5-way light with new crosswalk, etc.).

- 35% were in support of the project (citing ease of turning onto smaller side streets, further decreasing speeding, the benefit of having another crosswalk, etc.).

- The remainder were indifferent or needed more information.

- 58% of respondents also supported a traffic study to address Jamestown Crescent speeding.

Recommendation

In light of this new data, our Board of Directors recommends City Council ask the Hampton Blvd Task Force to conduct an analysis of the project's potential consequences highlighted in the survey and provide any recommended changes to city leadership. We also recommend the city conduct a traffic study of Jamestown Crescent with the aim to reduce speeding.
